Holiday Magic in Downtown Annapolis: Free Parking and More!

By Markus G. Moore, Director of the Department of Transportation, City of Annapolis

As designated by Travel+Leisure magazine, Annapolis is one of America’s Top 25 Holiday destinations. Each year, historic downtown is transformed into a winter wonderland. The streets and shops are beautifully decorated, and the charm of Midnight Madness on December 5, 12, and 19 will draw visitors from near and far to enjoy the festive atmosphere. To make holiday visits easier and more affordable, the City of Annapolis is continuing its tradition of offering free parking from Black Friday to New Year’s Day.

During the holidays, visitors to downtown can enjoy two hours of free parking at metered spaces, along with a free hour in Noah Hillman Garage. This initiative is part of the City’s commitment to supporting local businesses and ensuring that downtown Annapolis is a welcoming destination during the busiest shopping season of the year.

Holiday Parking Details

Downtown Metered Spaces

Visitors can park free for the first two hours at downtown metered spaces, including kiosks, in the following locations: Calvert Street, Cathedral Street, College Avenue West, City Dock Lot, Dock Street Donner Lot, Franklin Ave, Maryland Avenue, Market Space, and Main Street. To access free parking, use ParkMobile (app or website) and select the amount of time you need. The first two hours will show a cost of $0. ParkMobile makes it easy to add time remotely if you opt to stay longer, allowing you to extend your stay without returning to your vehicle.

Hillman Garage

This holiday season, we’re again offering the first hour free at Hillman. When you park, use the QR code, ParkMobile, or the on-site payment kiosk to pay for your stay – your first hour will automatically be free. Hillman Garage includes electric vehicle (EV) charging and easy gateless entry and exit.

Park, Shop & Dine

Many downtown restaurants and shops participate in Park, Shop & Dine, with one- and two-hour discounted parking for customers. Be sure to ask at your favorite shops or restaurants if they participate to make your experience even more enjoyable. Learn more about “Park, Shop & Dine.”

Residents Park Free

Annapolis residents can benefit from the “Residents Park Free” program, which offers two hours of free parking at Hillman, Gott’s, Knighton, and Park Place garages. Check out https://www.annapolisparking.com/parking-decals/ for more details on resident incentives.

Additional Garage Options

For those seeking value, Park Place, Gott’s, and Knighton garages offer excellent rates and gateless entry and exit. Employers can purchase $5 all-day vouchers for staff. Each of these garages is serviced by the free downtown Magenta Shuttle, which runs continuously in a loop to keep you connected to downtown, including Main Street, State Circle, and Inner West Street.

Annapolis Current/Ten-Minute Trolley

Take advantage of Annapolis’ unique trolley services! Two electric GEM carts operate on Saturdays and Sundays from 11 a.m. to 5:30 p.m. (weather-permitting), covering Maryland Avenue/State Circle and Eastport. You can catch the trolleys at Gott’s Garage, Whitmore Garage, or Calvert Street Garage, which offers free parking on weekends. The Eastport trolley makes stops along Norman Drive, Chesapeake Ave., Chester Ave., Second Street, and Bay Ridge Ave., connecting riders to several transit lines. Simply flag down a trolley to hop on.

Other Parking Perks

Visitors can park for free at City-owned garages (Gott’s Court, Knighton, Park Place, and Hillman) on Sunday mornings. You must enter after 6 a.m. and leave before 2 p.m. Plan to spend your mornings enjoying downtown’s charming shops and cafes, with easy access to everything Historic Annapolis has to offer.

Knighton, Gott’s Court Garages Go Gateless

Knighton Garage and Gott’s Court Garage have been upgraded to gateless entry and exit systems that simplify your parking experience. Customers can enter and exit either garage without pulling a ticket, swiping a credit card, or waiting for the gate to lift.

  4. Follow the prompts to enter your phone number, license plate number, and payment information to start your parking session.

Free Holiday Parking

Downtown Annapolis is magical this time of year. The shops and streets are decked out, the carolers wander up and down Main Street during Midnight Madness (Dec. 7, 14 & 21). What can the City of Annapolis do to make it even better?

Offer free parking!

Between Thanksgiving and New Year’s, the City is offering two hours of free parking at metered spaces in downtown – and to celebrate the inaugural year of the new Noah Hillman Garage, the City is offering the first hour free there, too.

This year, the free parking program will look slightly different, but the new features are designed to offer improved customer service now and into the future.

HOLIDAY PARKING

Downtown Metered Spaces: Parking at downtown metered spaces (individual meters and kiosks) will be free for the first two hours. With the app – if you decide to stay longer – you don’t need to return to your vehicle to re-feed a meter, simply add additional time on the app.

Hillman Garage: The all-new Hillman Garage reopened in June of 2023 with more parking spaces, EV charging, and no waiting in line to enter or exit. Paying for parking in the new garage works just like street parking. Pull in, use the QR code, ParkMobile, or the payment kiosk to select the amount of parking you’ll need and you’re on your way. Since the garage is new this year, we’re offering your first hour free during the holidays.

Park, Shop & Dine: In this program, downtown businesses purchase discounted garage parking for patrons. Ask your favorite shop or restaurant if they participate!

Residents Park Free: Visit AnnapolisParking.com to learn about garage incentives for residents of the City of Annapolis. With the Residents Park Free program, Annapolis residents get two hours of daily free parking at Hillman, Gott’s, Knighton and Park Place.

Park Place, Gott’s, and Knighton garages: The outer garages are all about value. Park Place costs just $1 for the first hour, $3 for two hours, or employers can request $3 all-day vouchers for staff. Both Knighton and Gott’s garages are $3 for the first hour. All three city garages are serviced by the downtown magenta shuttle, which is free and runs in a continuous loop. Starting Dec. 1, the magenta shuttle operates Monday through Thursday 6:00 am until 11:00 pm, Friday 6:00 am until midnight, Saturday 8:00 am until midnight and Sundays 8:00 am until 8:00 pm. During Midnight Madness, the shuttle will run until 1 a.m. Download the “TransLoc” app and track the shuttle’s location in real time.

Ten-minute trolley (Maryland Ave/State Circle and Eastport): On Saturdays and Sundays, two electric GEM carts run from 11 a.m. to 5:30 p.m. Catch the free Maryland Avenue/State Circle trolley at Gott’s Garage, Whitmore Garage, or Calvert Street Garage (which offers free parking on evenings and weekends). The Eastport trolley makes a continuous loop between Norman Drive, Chesapeake Ave, Chester Ave., Second Street, and Bay Ridge Ave. Transit passengers can connect at the Eastport Shopping Center via the Green, Brown, Red and Purple (evenings and Sunday only) transit lines. Flag the trolley down anywhere along the route (for safety reasons, operations are limited to daylight hours and good weather).

Other Parking Deals: Park free at City-owned garages (Gott’s Court, Knighton, Park Place and Hillman) on Sunday mornings (enter after 6 a.m. and exit before 2 p.m.). Make sure you have a plan to see historic Annapolis this holiday season, named one of Conde Nast Traveler’s “10 Best Cities” and Travel & Leisure’s “25 Best Christmas Towns in the US.”

Parking Tips for Independence Day 2023

Annapolis Mayor Gavin Buckley invites all residents to the celebration of Independence Day with a parade and fireworks on Tuesday, July 4, 2023.

The parade will begin at 6:30 p.m. at Amos Garrett Boulevard and proceed along West Street, around Church Circle, and down Main Street. Following the parade, at 8 p.m., the Salvation Army James B. Anderson Conservatory Band will perform patriotic music at Annapolis City Dock. The fireworks display will begin at approximately 9:15 p.m.

INDEPENDENCE DAY IN ANNAPOLIS
Main Street and the Spa Creek Bridge (from Eastport to downtown) will be closed to traffic beginning at 6 p.m. and remain closed until the conclusion of the fireworks, at approximately 10 p.m. Please note that parking in downtown will be crowded. In addition, close-in parking may make it more difficult for out-of-towners to get out of town after the celebration.

Please be aware that the closer you get to downtown the harder it will be to park and the more difficulty you will have getting out of town after the celebration. For up-to-date parking
information, visit www.AccessAnnapolis.com.

Parking is available at Hillman, Knighton or Park Place. The free downtown “magenta” shuttle will run along West and Main Streets. The downtown shuttle will run from 8 a.m. to midnight on July 4, 2023. On Tuesday, July 4, the City will have a cooling bus parked outside the Harbormaster’s Office on Dock Street.

Due to heavy traffic and large attendance, local garages may fill up early. Therefore, the City will also provide free shuttle service from the Navy-Marine Corps Memorial Stadium (Gate 5) to Lawyers Mall from approximately 4:30 p.m. to midnight. Parking at Navy Stadium will be $10 per vehicle on Monday, July 4, 2023.

PARKING RESTRICTIONS

Beginning at 4 p.m. and extending until about 10:30 p.m., parking will be prohibited and violators may be towed from the following areas:

  • City Dock
  • Main Street
  • Randall Street
  • Market Space

Both sides of Severn Avenue between First and Burnside Streets

ROAD RESTRICTIONS AND CLOSURES
In Eastport, vehicular traffic into the north side of the Eastport Peninsula will be restricted between 5 p.m. and 10:30 p.m. Pedestrian traffic will be permitted. Roadblocks will be set up at 5 p.m. at Sixth Street at Severn Avenue, and Sixth Street at Chesapeake Avenue denying access to downtown via the Spa Creek Bridge. Traffic will be allowed to flow down Duke of Gloucester Street from Church Circle and into Eastport via one lane (not into downtown Annapolis) until 9 p.m. At that time, the Spa Creek Bridge will be closed and Duke of Gloucester Street will be closed to ensure pedestrian safety and to facilitate the movement of foot traffic leaving the area after the fireworks display. Hillman Garage to Reopen June 14, 2023

The City of Annapolis will hold a Grand (re)Opening for the downtown Noah Hillman Garage from 4 to 6 p.m. on Wednesday, June 14, 2023 with live music, giveaways and free parking. The garage closed in April of 2022 for the rebuild.

FEATURES OF THE NEW GARAGE: The new garage will include: more parking spaces (165 more than the old garage); gateless entry and exit; easier payments through the app, text-to-pay, or at payment kiosks; two elevators; two public restrooms; stormwater controls; EV charging stations (nine in total, including six Level III “fast” chargers and three Level II’s); 594 solar panels on the roof that will generate 281 kWh (enough for all connected loads for the garage itself); bicycle racks; greater ADA accessibility; increased lighting for public safety; space counter indicators at the entrances on Gorman Street and Duke of Gloucester; and more.
Premium Parking is the parking vendor for AMRP and will operate the garage as part of the concession agreement. Premium has been working in the City since mid-2022 when they were brought in to handle on-street parking enforcement in Districts 1 and 2 (downtown). Monthly parkers who were moved to other garages in the City are now eligible for monthly parking at the new Hillman. All other monthly applicants will be served in order of receipt of application by visiting www.premiumparking.com/P4902.

ABOUT GATELESS ENTRY: Operationally, the new Hillman Garage will function without entry and exit gates, allowing faster ingress and egress (no queuing of vehicles that cause back-ups). Upon entering the garage, don’t wait for the gate to go up or struggle to pull a ticket. Just drive right in and find a space. Cameras at the entrance are outfitted with license plate readers (LPRs) that take a picture of every vehicle’s license plate.

Once inside, patrons will need to pay for parking in one of three ways: app, text-to-pay, or at the pay kiosk. You’ll estimate the amount of time you want to use (don’t worry, you can add time on the app if you decide to stay longer). When ready to leave, visitors simply exit the garage. There’s no time spent feeding a ticket or figuring out which way the credit card goes into the slot. Just drive away. The LPR on exit will calculate and sign off that you paid for the amount of parking you used.

The new garage will offer free parking between the Grand Opening on June 14 and Monday, June 19 in order to encourage residents and visitors to check out the new garage and celebrate by shopping and dining downtown. Parking enforcement will begin on Tuesday, June 20, 2023.
