After Labor Day 2020 (September 7), the City of Annapolis will resume charging for parking at City metered parking spaces. Alongside the hourly fees, the City will also resume ticketing for expired meters. The City currently issues tickets for parking longer than the two-hour limit. The parking charges for metered spaces in downtown will resume on September 8, 2020.

The parking fees and fines were suspended when the COVID-19 pandemic began and the State of Emergency was issued in March of 2020. When the City began operating Recovery Zones and local businesses were beginning to ramp up operations, the parking fees and fine suspensions were continued in order to help lure patrons back to the downtown shopping district.

Nearby garages will remain free during Recovery Zone events (Gott’s Court garage from 4PM to Midnight, Wednesday to Sunday; Hillman Garage Thursday & Friday from 4PM to Midnight, Saturday from 12PM to Midnight, Sunday from 10AM to Midnight). Additionally, Calvert Street Garage (aka State Garage) remains free on weekdays from 6 pm to 6 am and on weekends from 6 pm Friday to 6 am Monday. The Whitmore Garage remains free on Sundays from 4 am until 4 pm.

As an incentive for downtown to reorient to the parking garages, a limited number of garage parking validations were distributed to downtown businesses this week.

Ahead of forecasted impacts and risk of flooding due to Tropical Storm Isaias, downtown residents may park their vehicles for free in Noah Hillman Garage from 8 PM Monday to 7 AM Wednesday. Hillman Garage is located at 150 Gorman Street downtown.

In June, the City of Annapolis launched a trial of Recovery Districts and Zones so that restaurants and retail establishments could utilize closed streets and cordoned-off parking spaces for diners and shoppers to practice physical distancing while enjoying activities out-of-doors in the city.

Starting Friday, June 12, the Recovery Zones will be held on a scheduled basis and will include free parking at Gott’s Court Garage and Noah Hillman Garage during select times.

Free Garage Parking:

Gott’s Court Garage will be free Wednesday to Sunday from 4 pm to Midnight when the Inner West Street Recovery Zone is open. Visitors must exit by Midnight for parking to be free. Simply take a ticket at the entrance gate. The exit gate will be open.

Hillman Garage will be free when the Upper Main Street Recovery Zone is open:
Thursday & Friday from 4 pm to Midnight
Saturday from 12 pm to Midnight
Sunday from 10 am to Midnight.

Visitors must exit by Midnight for parking to be free. Simply take a ticket at the entrance gate. The exit gate will be open. Below is a schedule of Recovery Zone openings in downtown Annapolis.

Mayor Gavin Buckley has announced initiatives designed to help relieve some of the pressures downtown businesses, and their owners and employees, are facing during the closure to the general public of restaurants, bars, and gyms ordered by Governor Larry Hogan on Monday due to the COVID-19 pandemic.

First, the City of Annapolis will no longer issue parking citations at metered spaces. As of March 17, Annapolis Parking, the City’s parking enforcement vendor, stopped issuing tickets. That will continue until further notice. Please note that the meters will not be bagged because this interferes with the long-term functionality of the meter by destroying the solar array that powers the units.

Second, spaces in front of restaurants that offer curbside carryout and pickup will have 20-minute spaces reserved for customers.

“I am encouraging people to follow all of the CDC protocols and guidelines for prevention, including social distancing and frequent hand-washing. But, that doesn’t mean we can’t continue to patronize local businesses,” Mayor Buckley said. “Make no mistake, this pandemic is putting tremendous pressure on the local economy. The City is doing what it can to minimize those impacts.”

The Workforce Assistance page includes information on applying for unemployment benefits through the Maryland Department of Labor, Food Supplement Program (FSP or SNAP) benefits and Temporary Cash Assistance (TCA) through the Maryland Department of Human Resources, Health Insurance through the COVID-19 special enrollment period for uninsured Marylanders through Maryland Health Connection, local resources and assistance through Anne Arundel Workforce Development Corporation, and more.

The Business Resources page includes links to Small Business Administration local offices and low-interest disaster loans, Centers for Disease Control guidance for environmental cleaning and disinfection of workspaces, Department of Labor guidance for preparing the workplace for COVID-19, the Maryland Department of Commerce “Business Express” section for employers, including insurance claims and opportunities for financial assistance.

The Mayor is also establishing an emergency Small Business Task Force which will meet virtually to determine the best ways to help local businesses weather the COVID-19 pandemic.

By Executive Order #16, the City’s liquor license renewal requirement will be delayed for 90 days. Liquor license holders will still be able to sell liquor under this policy even though their existing licensure date may have passed. The 90 days may be extended depending on the length of the declared local State of Emergency.

“Anything residents can do to support these businesses will be appreciated,” Mayor Buckley said.

The City of Annapolis is adjusting the free Circulator’s route to assist with its COVID-19 response.

Effective Thursday, March 19, 2020, the Circulator will provide free transportation for city children to participate in the county’s free meal program while county schools are closed. Children will be picked up at the corner of West Washington & Clay Streets and transported at no charge to the Bates Middle School free meal site. This service will be provided Monday through Friday from 11:45 AM to 12:30 PM. The Circulator will resume its normal route upon completion of this service.

There is no change to the Circulator’s weekend schedule.

The City of Annapolis is offering two hours of free parking as an incentive to use ParkMobile for Maryland Day festivities. Residents and visitors who enter the code “ParkDTA” on the ParkMobile smartphone app will receive two hours free beginning at 10 a.m. and ending at 7:30 p.m. on Saturday, March 21, 2020. ParkMobile also offers a toll-free number for those who don’t use a smartphone. The toll-free number 877-727-5758 (or 877 PARK 758) is posted on meters and signage.

“Come downtown to celebrate Maryland Day!” said Mayor Gavin Buckley. “There are a number of events including museum entry, walking tours, children’s activities. It is going to be a great day.”

When you park at a downtown meter, get the zone code off the meter or allow location-enabled services on your phone to auto-input the zone code.

The City’s biggest parade of the year – the Annapolis St. Patrick’s Parade – will take place on Sunday, March 8 beginning at 1 p.m. starting at West Street at Amos Garrett Blvd. The parade includes more than 100 entrants and is expected to draw up to 15,000 people to Annapolis.

For complete parade details, visit www.naptownevents.com. The best choice is to park at Navy-Marine Corps Memorial Stadium at 550 Taylor Avenue. Naptown Events will sponsor shuttles from the stadium to the parade staging area (near Maryland Hall) for parade participants and to the downtown area for parade watchers.

Arrive early, as streets along the parade route will close before 1 p.m. and are expected to remain closed until the parade is finished, at approximately 3 p.m.

The parade begins near Park Place, with participants lining up along Amos Garrett Blvd. From there, the parade will travel down West Street to Church Circle, go around the circle to Main Street, continue down Main Street, and end at City Dock.

‘Love is in the Air’ as Annapolis Offers Free Two-Hour Metered Parking with ParkMobile App for Valentine’s Day

The City of Annapolis is offering two hours of free parking as an incentive to use ParkMobile on ❤ Valentine’s Day ❤. Residents and visitors who enter the code “ParkDTA” on the ParkMobile smartphone app will receive two hours free beginning at 10 a.m. and ending at 7:30 p.m. on Friday, February 14, 2020. After 7:30 p.m., meters are free even without Parkmobile. ParkMobile also offers a toll-free number for those who don’t use a smartphone. The toll-free number 877-727-5758 (or 877 PARK 758) is posted on meters and signage.

“This is a chance for people to shop for Valentine’s Day gifts, or to take their special someone out for a meal and incentivize them to come downtown,” said Acting Mayor Rhonda Pindell-Charles. “It is also a way for us to encourage people to get used to the smartphone parking app in downtown.”

The City is also using February 14 as a way to continue its successful holiday social media campaign: #LoveAnnapolis, #ShopAnnapolis, by encouraging residents and visitors to the City to use those hashtags when shopping or dining in Annapolis.

The City of Annapolis reminds residents who live in zoned parking districts that legacy temporary parking permits – those purchased prior to July 1st, 2019 – are no longer valid, according to a City Ordinance O-4-19. Vehicles using these legacy temporary permits will be issued a citation.

Ordinance O-4-19, enacted by the City Council on April 29, 2019, applies expiration dates to temporary parking permits issued on or after July 1, 2019. Under the ordinance, a maximum of 10 single-day permits may be purchased each month by residents of the residential parking districts in which they reside, and those permits expire at the end of each month.

Legacy temporary parking permits issued before July 1, 2019 are no longer valid effective January 1, 2020. Residents who still have legacy permits may receive credit for their value by visiting the office of Annapolis Parking (SP+), the city’s parking management firm at 60 West Street, Suite 106.
